What’s New with Elm Avenue?
Elm Avenue, once a bustling corridor, has been undergoing a remarkable transformation since early 2019. This week marks a significant milestone as the street opens to traffic for the first time in years. The city of Waco has been hard at work, investing a whopping $21 million in infrastructure improvements. Additionally, Waco has dedicated a staggering $12 million directed towards Elm Avenue itself. This investment has already started yielding results with the arrival of Street Dog Cafe, a bakery and lunch spot that’s new to the historic corridor. With businesses like Street Dog Cafe setting up shop, Elm Avenue is becoming a beacon of opportunity for entrepreneurs and a hub of community revitalization.

- Phase 1 – The Beginning: The journey started back in November 2019 when the first block of Elm Avenue was completed for $669,000. Crews then embarked on the first phase of infrastructure improvements, which spanned from January 2020 to November 2021. This phase included street, drainage, and waterline enhancements in the four blocks from Spring Street to Clifton Street.
- Phase 2 – The Transformation: The second phase of the Elm Avenue makeover is now nearing completion. Barsh Construction took the helm of this $6.58 million project in November 2020, with a project timeline of about 1.5 years. This ambitious phase covered everything within the public right of way in a seven-block section, from Martin Luther King Jr. Boulevard to Spring Street. It also added lighting and filled in sidewalk gaps between Spring and Garrison streets.
